DBM-Avisado inipit P173M pondo ng COA

Kinuwestiyon ng ilang senador ang hindi paglabas ng Department of Budget and Management (DBM) sa P173 milyong pondo ng Commission on Audit (COA) para sa taong ito.

Sa pagdinig ng panukalang 2021 budget ng COA at ng Office of the Ombudsman, sinabi ni Senador Panfilo Lacson na hindi dapat nadamay ang pondo ng COA dahil may constitutional autonomy ito.

“In fact automatic release dapat ito. Hindi ba violation of fiscal autonomy provisions ng Constitution ito?” tanong ni Lacson.

Sagot naman ni COA Chairperson Michael Aguinaldo, paglabag ito sa kanilang fiscal autonomy dahil nakasaad sa batas na awtomatik dapat ang paglabas ng kanilang pondo.

Tinanong naman ni Senate Minority Leader si Ombudsman Samuel Martires kung may nilabag ba ang DBM sa hindi pag-release sa pondo ng COA.

“I don’t want to say some bad words against the Department of Budget and Management, but I think it has gravely abused its discretion amounting to what we always say lack of jurisdiction,” sagot ni Martires.

Payo pa ni Martires kay Aguinaldo, magsampa ng kaso laban sa DBM.

“If I were in the place of COA chair Aguinaldo, I would have filed a case against the DBM secretary or any personnel involved in the non-release of P173 million,” sabi ni Martires.

Sinabi naman ni Budget Secretary Wendel Avisado na ang P173 milyon ay hindi bahagi ng pooled savings sa ilalim ng Bayanihan 1.

“The amount was 173M is a Congress-introduced adjustment and is classified for later release because such budget changes are “subject to approval of the President,” sabi ni Avisado. (Dindo Matining)
