Dominguez nirekomendang overall COVID-19 crisis manager

Hiniling ng isang mambabatas kay Pangulong Rodrigo Duterte na italaga si Department of Finance (DOF) Secretary Carlos Dominguez III bilang overall COVID-19 crisis manager upang maging malinaw at magkakatugma umano ang paglaban ng gobyerno sa pandemya.

Ayon kay Albay Rep. Joey Salceda, chairperson ng House committee on ways and means, mas makabubuti kung iisa lamang ang in-charge sa kabuuang ginagawa ng gobyerno laban sa COVID-19.

“I want Dominguez to take a grip of the problem with an iron hand – he who has the gold, he gets to rule,” ani Salceda. “At the same time, we need someone who can readily decide on matters of government guarantees, borrowing, and spending.”

Ipinunto ni Salceda na may mataas na kakayanan si Dominguez na isang business executive noong Asian financial crisis.

“He knows how to deal with a crisis of this magnitude. He has the experience needed to negotiate our vaccine procurement agreement. Most importantly, he has the respect of government leaders, including the President. So, he can candidly tell everyone what really needs to be done,” sabi ni Salceda.

Kailangan din umanong pag-ibayuhin ang mass testing upang mahanap ang mga nahawa ng COVID-19 subalit walang nararanasang sintomas, para hindi na makapanghawa pa.

Kaakibat umano ng mas malawak na testing ang pagdami ng kailangang gamutin.

Kung mananatili umano sa 18.5 ang positivity rate at aabot sa 90,000 ang nati-test kada araw, kakailangan na i-isolate ang 16,722 katao. At 1.4% ng mga nagpositibo o 234 ang kailangang ipasok sa ospital.

Ang kakayanan umano na mag-test ay magsasabi rin ng kakayanan ng bansa na magbakuna kaya upang mapataas ito kailangan ng ibayong paghahanda.

Sinabi pa ni Salceda na si COVID-19 chief implementer at vaccine czar Secretary Carlito Galvez Jr. ay inatasan na magpatupad ng emergency rule.

“But the crisis management role we need is broader than that. Remember, we are still in a state of calamity (Presidential Proclamation 1021), and we are dealing with broader problems than the kind Sec. Galvez has the mandate to do. Basically, what we need right now is something like a Chief Minister. And it has been standard for our presidents (and even other world leaders) to heavily rely on Finance Secretaries for that role,” wika pa ni Salceda. (Billy Begas)
