Lacson sa SC: May ‘K’ ba si Duterte na ibasura VFA?

Nanawagan si Senador Panfilo Lacson sa Sup­reme Court na agad na desisyunan kung kaya ba o hindi na tapusin ni Pangulong Rodrigo Duterte ang isang treaty o bilateral agreement na walang susog ng Senado.

“In the absence of a Philippine Supreme Court ruling on the Pre­sident’s power to unila­terally break a treaty or bilateral agreement like the VFA (Visiting Forces Agreement) without the consent of a 2/3 supermajority vote of the members of the Senate, the President can do that without the Senate’s approval or consent,” sabi ni Lacson sa isang statement.

“Having said that, the Supreme Court should act soonest on whether the Senate’s consent is nee­ded before the exe­cutive department can terminate a treaty or bilate­ral agreement – an issue raised in a petition filed before it by members of the Senate,” dagdag nito.

Noong Marso 2018, naghain ang mga opposition senator ng petis­yon sa SC na naglala­yong i-invalidate ang pag-atras ng Pilipinas mula sa Rome Statute of the International Criminal Court (ICC).

Sa kanilang petisyon, ikinatuwiran nina Sen. Francis ‘Kiko’ Pangilinan, Franklin Drilon, Leila De Lima, Risa Hontiveros, at dating mga senador na sina Antonio Trillanes IV and Bam Aquino na ang pag-urong ng Pilipinas ay dapat may basbas ng Senado. (Dindo Ma­tining)
